Internationalize for simplified Chinese

I tried to translate the stacks web wallet of version 2.16.0 into simplified Chinese language. For the further i18n multi-language translation plan. These translation results will update from time to tome, based on the latest stacks web wallet version. @aulneau @hstove

Are you planning on making these changes by adding an internationalization framework per #1674? Or are you looking to fork the wallet and make these changes with a simple search/replace with the hardcoded values?
