Automatically assign member to lists

Hello Sir,
It is possible to add an extra line when imported the excel sheet so it can be automatically assigned to specific user without assigning manually?
Or if possible to add the Owner field directly from the csv and automatically imported to that specific user?
Something like the following image?

Trying from my side but not that proactive on ajax, only on php language.
