Cannot load list of packages from remote repository

Fresh install
Attempt to download CLang tool chain

Program stops for a long time at 30% Downloading list of packages and then 
reports that the remote repository is unavailable.

It would appear that http://cctools.info/packages-pie is unavailable.

Supplementary info:
The problem started with v1.19 on or around 1/1/2015 so I uninstalled and 
removed the CCTools sdcard folder and started over with a fresh download of the 
APK from the Google play store. The repository is still unavailable.

Everything now works...
It would appear that clearing the Chrome cache fixes all the problems.
No idea why...
