Hidden metrics preferences do not update over to cluster frame

Describe the bug
Changing Cluster Hidden metrics does not take effect immediately. Refreshing the frame will work but it should not be needed. It is a recent regression. I have tested the same with commit ba4a283af9e8b30e9a2f6207e70976119a93c1a6 and it the bug does not occur there. I suspect this

• Remove BaseStore<T> and replace with composition of dependencies #7002

Might have caused the sync issue between iframes. The change is going to the file system but not synced over to the cluster frame.

To Reproduce
Steps to reproduce the behavior:

1. Connect to a cluster
2. Go to metrics settings
3. Change hidden metrics
4. Go back to the cluster and see that the change has not taken effect

Expected behavior
Hiding a metric should take effect immediately after changing the settings
