Missing steps in the instructions

My model has 23 steps if I set the steps per page controls to something different than 1x1 the last few steps would be missing.
Both the 1x2 and 2x2 configurations lead to missing steps.

Steps to reproduce the behaviour:

1. Create a model with some odd/prime number of steps
2. File -> Instructions
3. Change the vert or horiz inputs for number of steps
4. Go to the last page and see if it has all the steps.
