Simplify CPU/DRAM measurements with RAPL using perf_event

CPU/DRAM are currently fetched by reading files from Intel RAPL specific to the Linux OS. This can be simplified using perf_event to retrieve the same energy values. See the paper A Validation of DRAM RAPL Power Measurements by Desrochers et al.
