Import code of conduct from external repo

We should probably remove the code-of-conduct repo, and consider the libretime/libretime as the main repo for all others by moving the Code of conduct file in here.

Perhaps we need to change the name of that repo. The plan was to include the spending proposal there too and manage spending requests, etc via issues there
