package up libsixel for fedora #11

One problem when I first submitted it was that my copyright attributions and licensing descriptions were incomplete; there are apparently several licenses in use (mainly in wrappers). |

@dankamongmen interesting times. I was almost to ask in the original repo if the project is dead, but then found this. I wanted to make use of libsixel in the client side of Contour myself (to convert from RGB to Sixel) in order to provide a convenience command Looking at the above link, it seems that it's about you giving more feedback there? What's the state, or did you give up? Cheers, |

I've got a libsixel Fedora specfile approved and ready to go (see notes in dankamongmen/notcurses#641). I let this languish when I decided against using libsixel for Notcurses, but now that it's active again, this seems worth doing.
I'll try and get it in Rawhide this weekend.
