broadcast: allow manual leaderboard via markdown tables

crude and temporary way of implementing #15397, same rationale. we already do this anyway (see norway, candidates, poland) though we put them in the Overview tab. this request proposes that via a toggle, accept some markdown text input then output it in a markdown table-optimized canvas
