In some situations, a player can anticipate getting a piece for their next move, even though the piece bucket is currently empty. Specifically: when a player has entered a premove which will capture a piece.
In this situation, it can save time to grab the new piece with mouse, even though the bucket is empty. This situation is more common in bughouse, where interfaces like Thief allow premove drops with pieces not currently in hand.
So the suggestion is, once a premove is active, to allow a player to drag any piece to the board, even ones that aren't currently in hand.
