Opt-in notification for streamers starting a stream on lichess

I currently use the twitch app on android as a way to get notified when people stream. But I never watch the stream on android because of ads, and all the other annoying crap that comes with it. I also rarely watch streams other than chess streams and specifically, streams that are on lichess.org.

Although the above use case may not be the norm, I think an opt-in feature to get notified when a streamer starts a stream on lichess would be a great addition. I'd be able to uninstall twitch and use lichess to be notified.

There is no data on whether users aside from lakin & nojoke want it. This issue can be closed.

I did implement the functionality, and I will retain the branch source on my repo in case someone can demonstrate that it would be useful in the future.
