Make 4545 tournaments lichess broadcasts

the new lichess broadcast page is so nice, automatically making 4545 tournament lichess broadcasts might be an interesting idea. some points:

• instead of doing pgns, we can directly link lichess game ids.
• only 64¹ lichess game ids can be used
• "you can disable eval completely in the broadcast study settings"
• "If you wanna publish the 4545 broadcast, please make sure that it fits our broadcast guidelines"
• discuss whether there are any more cheating implications, and whether we really want this
• there's an api for lichess broadcasts, look into whether everything we would want to do is supported by the api. https://lichess.org/api#tag/Broadcasts

we have not really discussed yet whether we actually want this; implement at your own risk.

¹ this may be outdated, i see more games than this in some broadcasts.
