Expected behavior

conda setup works

Actual behavior

I get a bunch of errors in setup_miniconda when trying to install:

ERROR Could not write out repodata file '/home/runner/conda_pkgs_dir/cache/3e180336.json': No such file or directory

It's currently being fixed by not using mamba in GitHub but conda instead; I should check back in the future to see if this has resolved itself.
