This commit adds a new connection handler for a Puppet Language Server docker container by adding a new setting and protocol. It also extracts common shell environment helper methods to their own static classes. This draws heavily from the research and spike done by Michael Lombardi in PR puppetlabs#387. Co-authored-by: Michael Lombardi <michael.t.lombardi@outlook.com>
