Summary of the new feature

Currently the only way to specify additional modulepaths is to modify the puppet.conf on the system. Ideally we should be able to specify additional modulepath in VSCode Extension settings and then pass that into the Puppet Editor Services.

This requires puppetlabs/puppet-editor-services#35 to be closed first.
