Don't depend on Term::ReadLine::Gnu for Windows

Lingy is not being tested by cpantesters on Windows because Term::ReadLine::Gnu fails tests there (unconfirmed theory).

Use https://metacpan.org/pod/Dist::Zilla::Plugin::OSPrereqs to exclude that dep on Windows.

Need to add this into Zilla::Dist.

0.1.19 makes Term::ReadLine::Gnu not a hard dependency. So now we can get automated tests to run on Windows where Term::ReadLine::Gnu always fails.
This shows us that Lingy doesn't work on Windows at the moment. Mostly due to Term::ReadLine::Gnu afaict.
