ordinary dataset users who are dataowners can edit any aspect of a dataset except edit dataset ownership (due to having custom code checking on ownership status giving owners some additional functionality). This include adding new tags to a dataset.
Dataset owners can do anything to their own datasets.
I don't want to add dataowners to any groups, so none of the users are in a group, only have CorpUser entries.
What I got instead:
users and dataset owners cannot introduce new tags to a dataset, encountering the "Failed to create & add tag: Unauthorized to perform this action. "error message. only platform admin datahub can do so. There are no issues for both users and owners to add existing tags to a dataset.

Steps to reproduce the behavior:
Git cloned the latest repo (as of 12 hours ago), launched datahub with existing docker volumes. I had CorpUsers ingested previously so am able to assign owners to datasets
included the following policies:
