This PR adds a stub for the new test spec
target.spec.js. It is intended to have unit tests related to selecting target element -targetandgetTargetconfig options.I've also broken out fixture set up into it's own helper file, so we have fixture and specs cleanly separated.
I've broken
grunt devEStask somewhere along the way. This PR fixes it.
