Support non english month names

Is your feature request related to a problem? Please describe.
Currently only english month short names are supported.

Describe the solution you'd like

• Support non english short month names
• Support french months (can be up to 5 chars) + add test files
• Support thai language + add test files
• Allow to dynamically specify the language (default en_US)
