Issue
I am using a quit old pc. and it take some time to boot/ restart cinnamom.
It is very convenient to ignore this period, because in most PCs it should be very short, but i think it can be very confusing to see a black screen (when booting) or very strange screen (when restarting) without any explanation message- to explain what is going on.
Additionally, if I understood correctly, since Cinnamon 5.0 there is a memory limit that might cause cinnamon to restart- so it is very important to inform the user that cinnamon is restarting.
**Steps to reproduce & Expected behaviour **
Add a nice icon, a message or a progress animation- anything that inform the user what is going on.
A good example may be the LinuxMint icon when booting.

Recently, i encounter the GNOME's solution for the exact issue i opened:
More details: GNOME shell 40.5Xorg on Linux Mint 20.2.
When restarting the DE (through SHIFT+F2 and then entering r).
In my opinion, this is a good and beautiful example for the solution,
but, as I already written in the issue beginning, I think an "Starting" message should be as well (not only when restarting).
