[BUG] Desktop background flashes for a moment, whenever a new window on Chrome or any Chromium based browser is opened. #11050

When I open a new window or incognito window in Chrome or any other Chromium based browser, the desktop background flashes for a moment. However this does not happen with Firefox.

Steps to reproduce

  1. Install Google Chrome
  2. Launch it
  3. Click on 3 dots in top right corner and click on "New Window" option or "New Incognito Window" option.

Expected behaviour

Opening a new window should be smooth and normal without any background flash.

Yes. It is enabled.
