libmateweather1 needs update from LinuxMint team for 20.3 una #614

Due to a URL change for a 3rd party data server, libmateweather1 needs to be updated for continuing providing weather report on panel. mate-desktop/libmateweather#121

Currently Linux Mint 20.3 MATE is getting this library through Linux Mint's own repository http://packages.linuxmint.com/search.php?release=any&section=any&keyword=libmateweather1 instead of through Ubuntu, as Ubuntu only provides MATE 1.24 for Ubuntu 20.04 LTS. So Mint team need to take on the responsibility and provide the library update this time.

p.s. While Mint 21.x users binary patched the .so file successfully, there is user-report that ad-hoc binary patching doesn't work for 20.3 https://forums.linuxmint.com/viewtopic.php?p=2386913#p2386913

Confirming this, mint mate 20.3 una. weather recently died in mate panel(next to the clock)

Update: Why the ad-hoc patch failed in Mint 20.3 or before has been discovered. mate-desktop/libmateweather#131
