"mintmenu", the GitHub project where you opened this issue, is the menu applet for Linux Mint MATE. I guess you don't mean that so I'm moving your issue.

This is an issue between the xfce4-panel and the Launcher panel applet, which the icon on the panel that you removed is. Linux Mint 20.2 Xfce uses xfce4-panel 4.16.2. It would be useful to confirm the same happens with Xubuntu 21.04 which uses that same version. If so this isn't Linux Mint specific and can be reported upstream: https://gitlab.xfce.org/xfce/xfce4-panel/-/issues

I can reproduce your issue on Linux Mint 20.2 Xfce though I had to remove two launchers to trigger the issue. To recover from it you can also press Alt+F2 to open the run dialog and then run the command xfce4-session-logout. That takes you back to the login screen and after logging back in the panel is also back.

I tested it and can confirm the same happens with xfce4-panel 4.16.2 on Xubuntu 21.04. So this is not a bug specific to Linux Mint but upstream in xfce4-panel.

I had already looked at open issues but I see now there is a closed fix that looks to be for this: https://gitlab.xfce.org/xfce/xfce4-panel/-/merge_requests/46. That's, I think, included with xfce-panel 4.16.3 https://gitlab.xfce.org/xfce/xfce4-panel/-/tags/xfce4-panel-4.16.3.

For now you'll have to depend on a workaround. I see you can just restart the panel after it crashes by pressing Alt+F2 to bring up the run dialog and type command xfce4-panel. That immediately restores it without need to reboot or log out.
