This way we can land changes incrementally and have a previewable view of the site after the 3.0 launch

I've made a PR (#1194), which can act as a "flip PR", which maybe can fulfill this role?

We can use the PR preview URL as an environment where v3 has landed. Let me know if you'd prefer an alternative implementation.
