Tests will need to be run on Windows to make sure Surfactant works properly there (and not just in WSL). A test CI run on Windows indicated that the ELF relationship unit tests are failing: https://github.com/LLNL/Surfactant/actions/runs/5558488662/jobs/10153646487#step:5:75
