A lot of "coil whine"

I have a 1080Ti and when I start to upscale an image starts to get very noisy and quite loud. This has happened to me sometime in some games, but it didn't sound that loud.

It's your hardware's problem

It's a resource-intensive program. I don't expect it to do any of its own resource throttling. Your CPU/GPU getting hot and causing the fan to go the fastest speed while it does its extrapolations sounds about right. If it's too loud for you, you can change your hardware settings to throttle the CPU/GPU so it goes slower but quieter.
