Performance tests needs to be scheduled sometimes. Therefore, Loadcoder needs to have some kind of scheduling or start decision mechanism.

One suggestion is to introduce a startDecision function.

This will also be a good thing to have when clustering a test, where several Loadcoder instances should start at the same time.
