Issue a warning (don't block story submission if possible - but do so if that's easier) if a URL was in a comment in the last 48 hours.

Inspired by https://lobste.rs/s/cx4jut/meltdown_spectre which is getting blog post dupes as details/mitigation efforts get unembargoed.
