Remove fields added to translatable array

We have a number of fields added to be translatable in content types which these fields do not exist. This means if an update such as localgov_geo_update_update_8003 which runs against all fields is run, we will get a fail along the lines of "Undefined array offset in 'field.field.' configuration" or "Unable to determine class of field.field.".

Incoming PR to remove the config for these non-existant fields.
