sorry, I was missing '' inside bundle install --without production.
Thanks

I'm having this problem as well. What exactly do I need to type? I've tried:
bundle install --without production
and
bundle install ''--without production

The response I get is "Could not locate Gemfile"

Edit: nevermind, I didn't cd into the project!
