How to validate Form Array count without v-model (v3) ?

Need help o V.3

let's say i have some form model like this:

      "empowerment": "as_three",
      "mandatee": {
        "firstname": "Spider",
        "lastname": "Man",
        "email": "spider.man@email.com"
      }
    }
  ]
}

When the oberserver.validate() is called i want to validate each field (already works) and as well the count of the items in the array, dynamically depends on the key empowerment.

The form should be invalid because of mandatee with Firstname "Spider".
He has the empowerment=as_three, which means that the array should have at least 3 items, but has only 2.

How can i add some kind of validation to the observer withoud have any related value with v-model ?
I guess, computed value is also not an solution, becuase there is no field. Is about the form validation..
