[BUG] MPE rules created every time pipeline is deployed, even if they already exist #46

Describe the bug
When a pipeline is deployed the OC-Admin inserts an MPE policy and base rule to parse logs in the MPE. if the same pipeline is de-deployed, it creates an additional identical MPE rule every time.

To Reproduce
Steps to reproduce the behavior:

  1. Deploy pipeline
  2. Wait some time...
  3. On the customer where this behavior was observed, the pipeline will appear to not to be deployed anymore. Upon deploying again, an additional MPE rule is added to the existing policy.

Expected behavior
The pipeline deployment process should check if an existing policy and/or MPE rule already exists and skip creating it if so.
