What happened?

At the bottom of the TODO page I get every TODO listed twice, once as a linked reference and once as an unlinked reference.

Reproduce the Bug

  1. Create a TODO in some page
  2. Go to the TODO page
  3. Check that the TODO block is both in the linked and unlinked references sections

Expected Behavior

TODO is only listed once, probably as a linked reference.
