Dragging of blocks is unreliable

What happened?

Block dragging works inconsistently. Very often no operation is performed. Repeating the same steps eventually succeeds. Can't figure out any particular reason this might occur. The issue occurs on a basic installation with no plugins or customizations.

Reproduce the Bug

• create a list of blocks
• click down over one block "dot" and drag it to another position
• stop holding click
• block doesnt move

Expected Behavior

• create a list of blocks
• click down over one block "dot" and drag it to another position
• stop holding click
• block moves to the dragged position
