Perhaps whole basement should be grayed out at first, similarly to how roof initially is, except for the basement upgrade itself, once level one is done, more icons appear, that way players needing to install apartment heating will have no way of mixing them around. Then the basement upgrade should also display perks it gives, the access to install tenement utilities Enhancement - upgrades should display perks they give #1298
