Is your feature request related to a problem? Please describe.
There are some cases that users want to use Longhorn outside of the cluster that's hosting Longhorn

Describe the solution you'd like
Create a CSI driver that can talk with a Longhorn endpoint and perform CSI compatible operation, e.g. attach/detach volumes for the workload.

Since the Longhorn engine is not designed to be HA, we need to create a multi-path solution to ensure high availability.

Describe alternatives you've considered
None.
