The experimental scaling feature looks like it works off of the number of queued jobs in total.
In my case, I queue a lot of jobs for the future, so workless scales up for jobs that aren't running just now.
For example, if I have a 1:1 ratio with 0 min and 3 max and there are 3 jobs queued for a week from now, I'm running 3 worker dynos when I don't need them until next week.
