Move pel to organization and change namespace to Pel

I think it is kind of weird to have a community driven project in my personal github space. We should move it to an organization - also for the composer name:

Github org: pelphp
Composer: pelphp/pel
Namespace: Pel

I think that sounds like a fine idea! Maybe you could ask @pel first if he
is using the account still?

Hi @PEL-zz, I think you already helped us -- as far as I can tell, @lsolesen is now managing the pel organization. So I guess he just needs to transfer the repository and close this issue.
