Add form to Time Keeper

Currently the only way to advance time is with preset buttons increments. The time should be a form activated on click that allows for setting a custom time.

The submitted time must be later than the most recent log with notes. Attempts to submit invalid times should result in an error to the user preventing submission.

For example, if the most recent log is at 4:00PM submitting 4:30 PM should advance the current time by 30 minutes. Submitting 3:30PM should result in an error.
