When I run terraform apply, the plan shows that stripe_price.tier_1 must be replaced:

The original price resource isn't deleted but a new one is created.

Just to note that I understand that prices can't be deleted via the API. It's more that the state data doesn't match what the plan produces, so you end up with a duplicate.
