Ignore emacs lockfiles

When editing python files with emacs, the tests run 2 or 3 times for every change. I realised it's picking up on changes to emacs lockfiles (e.g. .#foo.py). Adding -i '*.#*.py' to the watchmedo command seems to fix this for me.
