communication error: rejected for including too few transaction fees

We've been getting this error since two days ago, and no contract formation succeeds.

That's strange because the last muse update was one week ago, though.

It looks like transaction fees are spiking.

I think there is another fee miscalculation like lukechampine/walrus-cli#16 because the error has gone after defragging outputs.

Frequently defragging outputs is a workaround but I think it doesn't solve this problem.
