[UP Ext] Add READ ONLY UP for better social recovery #17

Adding a READ ONLY UP allows for social recovery to be more seemless.

Example Steps:

Add READ ONLY UP
Generate controller key for the added UP (cant controll the UP yet)
Give this controller key address to a social recovery system (e.g. https://www.youtube.com/watch?v=ymi8fKFvod8)
Once the social recovery added it, the UP automatically turns into a controllable UP !!
