Add Monitor.filter_by_tag to filter device events by tags.

Tags are arbitrary chunks of information that can be attached to devices by udev and udev rules. There are used by systemd for Multi-Seat support, for instance.

Btw, this is an issue tracker, not a support channel, and thus the wrong place for questions concerning udev. Please ask on the linux-hotplug mailing list for help concerning udev in general.
