Move controller detection out of Luthier_Layout into helper Luthier_Nav and implement blacklisting and whitelisting, based on the config file.

Blacklist: remove a group/controller from the list of detected controllers or remove an entire group from the list of detected controllers.

Whitelist: only use the groups/controllers specified in the whitelist
