.desktop files: Whit only GenericName= and no Comment= no translation in tooltips

Stumpled upon that in italian tooltip in menu and runner for powermanagment.
When in a desktop file (I guess it is valid for all) is in the form:

Name[it]=Gestore energia
GenericName[it]=Impostazioni del risparmio energetico

and there is no line
Comment[it]=
the tooltips are everywhere in English.

Expected Behavior

Localization should be seen in tooltips.

Current Behavior

Some tooltips are in english (only in powermanagment it affects hr,pl,it,ru,pt,ja and probably there are more in other places.

Possible Solution

a) check all .desktop files for 3 sections
b) move all .desktop files into a template like

Name[xy]= 
Comment[xy]=

c) I guess it is not standard at all but use GenericName for tooltips

UPDATE: I checked out most of the other .desktop files based on their size - they seem to be all at least in the form

Comment[xy]=

Looks like all over the menu only GenericName[xy]= will be shown as tooltips.
