Stumpled upon that in italian tooltip in menu and runner for powermanagment. When in a desktop file (I guess it is valid for all) is in the form:
Name[it]=Gestore energia GenericName[it]=Impostazioni del risparmio energetico
and there is no line Comment[it]= the tooltips are everywhere in English.

Localization should be seen in tooltips.
Some tooltips are in english (only in powermanagment it affects hr,pl,it,ru,pt,ja and probably there are more in other places.
a) check all .desktop files for 3 sections b) move all .desktop files into a template like
Name[xy]= Comment[xy]=
c) I guess it is not standard at all but use GenericName for tooltips
UPDATE: I checked out most of the other .desktop files based on their size - they seem to be all at least in the form
