Describe the bug
Cannot choose fullscreen setting without selecting another option first

To Reproduce
Steps to reproduce the behavior:

Go to the settings menu
Click on the Fullscreen option for Window Mode
Nothing happens
Choose the Windowed or Windowed Fullscreen option first
Select Fullscreen mode again

Expected behavior
User should be able to select Fullscreen mode immediately

Desktop (please complete the following information):

OS: Windows 10 Pro 1903
Embers Version: 1.1.0
