希望支持：群文件上传下载，私聊文件上传下载。

场景：苹果的安装包签名，我希望给用户提供签名服务，但是不提供我的秘钥，用户发安装包给机器人，机器人签好名后发回。

可以考虑先从下载群文件开始。应该就是用file id 或者 file key 类似的东西构造request，然后在 response 里面会有下载链接（也可能是IP+端口+路径自己组合）
