The tag line/strap line of the blog (By Mads Kristensen) is hardcoded into the _Layout.cshtml of each file, when other items such as the blog title are retrieved from web.config.

This is by design. The themes are supposed to be modified by the user. Adding configuration options for this makes little sense and adds complexity where none is needed
