The first step should be to develop a first quick-and-dirty Android version of the app for covid-19,

anonymous data on the single smartphone.
Using an ability for self input your health status as "unknown", "contracted with covid-19",
"tested negative for covid-19" and "recovered from covid-19".
The second step could be the decentralized storage of the anonymous data in a blockchain.
The third step could be to only allow input of verified data of your health status,
except "unknown".
This seems to be the most challenging part.
My idea is to scan the results of local healthcare providers to verify they are correct.
For the first this should be enough ... ;)
